About Monique Lugli

Monique Lugli is a facilitator and public health leader with northern Ontario roots and a passion for equity and collaboration.
After senior roles in healthcare, public health, and as chief of staff to four federal ministers, she now leads a facilitation practice—helping organizations navigate complexity, create space for courageous conversations, and move from ideas to action.
She brings warmth, clarity, and just enough humour to make every session meaningful and memorable.
EXPERIENCE
Monique Lugli began her career as a speech-language pathologist in the public sector and then started her own private practice. She later held senior leadership roles in healthcare, public health, and the federal government, serving as chief of staff to two ministers of the Department of Status of Women, one minister of Health Canada, and one president of the Treasury Board of Canada.
Monique has built a reputation for navigating complex systems, connecting unlikely allies, and turning bold ideas into real-world results.
A trained facilitator in effective facilitation strategies, Monique now leads her own practice—creating space for teams and organizations to think clearly, work collaboratively, and move forward with purpose.
